The recent directives issued by the State Health and Family Welfare Department have laid down stringent rules that have changed the healthcare landscape for Swasthya Sathi card holders.
Traditionally, possession of a Swasthya Sathi Card guaranteed access to affordable healthcare services in hospitals across the state. However, this once seamless process has been transformed as the state’s health department aims to simplify and standardize the use of the Health Partner Card. As per the newly implemented guidelines, the Swasthya Sathi Card will no longer be accepted as a blanket authorization for treatment in private hospitals. The state health department has clearly listed the conditions in which the card will not be accepted, with special emphasis on orthopedic treatment. This strategic move is in response to an apparent trend of individuals with Swasthya Sathi cards seeking treatment at reduced rates in private healthcare facilities.
Why the State Government Reinvented Swasthya Sathi Access Policies:
Health department officials have reported a surge in such incidents, mainly in districts like Malda and Murshidabad. Despite the well-developed infrastructure of government hospitals, a large number of patients are flocking to private health-care facilities, causing overcrowding and placing additional pressure on already limited resources.
In order to address this issue, the State Ministry of Health has prescribed a revised protocol for individuals seeking orthopaedic treatment. The new regulation stipulates that patients must first visit a government hospital for initial treatment. Only if the hospital deems it necessary and produces a written certificate, the patient can visit a private hospital and present a Swasthya Sathi card for treatment at a reduced fee.
The rationale for this approach is twofold. First, it aims to utilize the existing capacity of government hospitals to ensure that individuals receive appropriate and timely treatment without overwhelming private healthcare institutions. Secondly, by introducing a more regularized process of using the Swasthya Sathi card to access private healthcare, the state government is attempting to curb the misuse of healthcare resources and streamline the allocation of healthcare resources.
